Yes.  However, pkg-config has been around for quite a few years now,
and its use is now quite common.  All the current Linux and BSD
distributions have provided it for several years, and it's also
available on Windows for Cygwin and MinGW, and is probably also
available native.

It would be possible to add some sort of fallback behaviour if
pkg-config was not found.  However, library -config scripts have been
found problematic due to the linking issues they cause.  pkg-config,
while not perfect, does solve those problems by understanding library
dependencies and also direct and indirect dependencies for dynamic and
static linking.
