@ Merrilee : yes, indeed, that's also my experience, there are quite a few cases where library organisations (systems) and library branches are not well separated, not to mention (data about) library buildings, which is sometimes also mixed into the same WD-item. In my library modeling efforts I'm very strict about maintaining the proper parent/child relations (via Part of/HasPart pair, although Operator/Operated by is also commonly used) @ Stacy: thanks for the coffeecode.net article, a very interesting read, and useful for further work! In Wikidata I don't think we've done a great (or consistent) job of modeling organizational data well for things like libraries. For example many public libraries are branches that are part of a system. Both should be represented as parent / child. Fwiw there are over 16,000 public libraries in the United States.
