I'm surprised no one else responded to this. MP3 is not an open format. This is not going to happen. Maybe I'm missing something about the fingerprints you are talking about though. If I am looking at the code correctly, the music is streaming from Jamendo (are there other sources)? Thus, Libre.fm has no control over the bitrate.
