All GNU projects will be able to advertise on their mailing lists (or other relevant places) their participation to the summer of code. All students can then apply via the same organization, "GNU Project".
As in the past years, selection of funded projects will occur based on the quality of the proposals and on the number of proposals submitted for the same project. In other words, if GNU gets 4 slots and you have 4 good proposals, it is unlikely to get all of them funded. :-)
Applying as a separate organization makes sense if you expect a large number of application (say on the order of 10). For example, last year GCC had around this number. However, remember that Google filters organizations too, so this introduces another risk factor...
