Seems to be a feature, not a bug.

The different behavior is caused by the checkbox "Full Width" in the Format
Text dialog. That will be checked if you span a (big) text box before you start
typing, and Text Alignment icons will work.

If you increase size of textbox after you have typed some text using Menu
'Format -> Position and size', "Full Width" will remain unchecked, you can not
use Text Alignment icons. 

So that seems a little worrying, and Help and even Documentation did not help
my to understand the different  "Full Width" checkbox handling, but I can't see
a bug.

The question is why I can click those Text Alignment icons and they show "Left
- centered - right", although nothing happens because of unchecked "Full
Width". IMHO icons should be breyed out and inactive. This might be a bug.

Same behavior in OOo 3.1.1 and LibO Master
