When the user attempts to focus an item in a bulleted list, the bullet toolbar
grabs focus. This happens whether the user uses the mouse to click on the list,
or uses the arrow keys to get in.
This duplicates a supposedly fixed Debian bug from 5 years ago, the testcase
works exactly as described.:

One workaround is to dock the toolbar, but I would like to be able to turn it
off. Also, even with the toolbar docked, it still appears and disappears as you
move in and out of view.
I'm using LibreOffice from the Ubuntu PPA on 10.10 with Gnome 2.32
