The filter navigator window can be called up and appears, as does the Filter Toolbar, however : - if you enter filter criteria directly in the form, and try to apply them with the Apply Filter button, the criteria are incorrectly interpreted and so no result appears ; - you can not add/enter/modify Filter properties in the Filter Navigator window But these are separate issues from the actual display of the toolbar and navigator window (and I think there are already open issues for them). My conclusion would be not to confirm reported behaviour in the current build.
