Problem description:
when you hover over tools in LibreOffice in Windows 7 the tool name does not
show up like it does in Gnu/Linux
Steps to reproduce:
1. in windows hover over a tool(e.g. in writer, Bold, Font Name,highlight.)
Current behavior:
nothing
Expected behavior:
show the same message as it would if you click Help > whats this.
