Problem description:
Initial number of empty worksheets in a new spreadsheet should be configurable
Steps to reproduce:
1. Create a new workbook with the first icon of the toolbar
2. Check the number of worksheets. It is 3.
3. ....
Current behavior:
New workbook is created always by 3 sheets.
Expected behavior:
I would like to configure LO to set this to 1 because more sheets confuses
other users. They do not see the second, third, ... sheets becase "they are
always empty". It would be better to use only 1 sheet if no more is needed and
use more sheets if it is really needed.
