this was corrected in a previous dev version, but is back in v24.
as in bug 155961
Steps to Reproduce:
1.difficult to select "open dialog" due to wideness of unhidden scrollbar width

Actual Results:
move open dialog control further from edge or increase proximity area around
control so that clicking close to control will activate control
Expected Results:
should enhance ease of use
