Description:
1. create an unordered list in a Word 2003 or Word 2007 document.
2. enter text on base line.
3. hit return to get to next line in list, then hit tab to create a sub
element.
Error occurs - sib element is converted to ordered element, AND you cannot
convert to unordered element using toolbar or attempting to use toolbar Shift
tool.

Steps to Reproduce:
1. create an unordered list in a Word 2003 or Word 2007 document.
2. enter text on base line.
3. hit return to get to next line in list, then hit tab to create a sub
element.


Actual Results:
    • Deep snow calls for snowshoes or skis.

Expected Results:
The line shown as 1. above should have a level 2 bullet
