Alt + Numpad code entry will be restored/enhanced at the 24.2 release. Both the 3-digit OEM flavor and the Windows 4-digit flavor you note. Enhanced now to offer the full Unicode SMB (via decimal values) as Alt + codes via the keyboard Numpad.
