The main issue is that in the Grouped-bar Compact UI, the icons that are part of the Format menu (e.g. Insert Columns/Rows Before, Alignment, Wrap Text) do not have a "down arrow" allowing to open additional actions within the normal Format menu (such as Conditional). There are several ways to arrive to the "Format Cell" dialogue, but that's not what you are looking for in this case. This seems to be a negative point of the Grouped-bar Compact UI, and not specific to the Conditional action you are looking for in this particular case. Instead of converting this report into an enhancement request, I would suggest first going to the Ask site (see link in comment 1) and bringing the matter up for discussion. Once users arrive to some clear conclusion (on how to improve the current situation, for instance), then you could open a new ticket as enhancement request, linking to such Ask topic too. Such public discussion might arrive to very diverse suggestions and conclusions.
