Description:
When I go to "Preferences" -> "Language Settings" -> "Writing Aids" ->
"Available Language Modules" I do not see "German" in the list. But that
language appears when I select "Tools" → "Language" → "For
Selection/Paragraph/All Text".
In addition, when I click "Edit" in the "Available Language Modules" and try to
add the "German" spell checker I click on "Get more dictionaries online", but
here it says that the German spell checker is already installed.

Actual Results:
Cannot install or select German spellchecker. That is not clear. Sometimes the
language shows in one place but not in the other place. German language shown
as "installed", but does not show in "Available Language Modules". Tremendously
confusing
Expected Results:
CLEAR instructions/ways to select a language for spell checking a document.
When "german" appears in "Tools" → "Language" → "For Selection/Paragraph/All
Text" I expect I can select that language for spell checking. Also, when a
language is shown as installed, I expect it to be installed.

Additional Info:
For the user it is completely unclear if that package is installed or not, why
it pops up in one place, but not in the other place. Language spell checking in
LibreOffice seems totally confusing to me.
