I confirm my Writer ODT looks like your screenshot in:

To find these maths options in Writer, go to:

- Tools > Options
- LibreOffice Writer > Formatting Aids

and under "Layout Assistance", you'll see:

- Math baseline alignment

Right now, under LO 24.2.0, turning it ON or OFF made no difference.

Note #1: I also recreated the same exact text in LibreOffice Math, and it does
look like it's properly "vertically centering/aligning" the
fractions+text+variable there.
