Description:
I sometimes use a "watermark" picture in the background of a text in Writer. I
am using to put the image in the header. In such environment, the header is
still on (means the blue icon of header is shown) despite I'm writing in the
text. This behaviour makes almost impossible to edit the right part of the 1.
line as it is overlaid with it blue icon (see attachment).




Steps to Reproduce:
1. Put image in the header, stretch it
2. Start writing (multiple pages).
3. Try to edit top right text.

Actual Results:
The icon of header always becomes visible (although if pressing ESC).

Expected Results:
The icon of header should not be visible if not editing header.
