You could change the zoom factor in Calc, which is independent of the row
height, so when the same spreadsheet is displayed on another screen size, the
attributes of the cell are the same and users/you only have to change the zoom
factor.

If you still want to change the row height, you can modify it for all cells and
save it as a new style, or even as the default style.

Moreover, you could perform additional changes and save them not only as a
(default) style on that file but also save the file as a template, or even as
your default template.

There are official Guides and Help content that might help you with these tasks
too.

Anyway, this is not an enhancement request (to change the default in LO, which
has been evaluated in the past) but a "how to" question. Please next time start
by using the users mailing list, or <https://ask.libreoffice.org>, leaving this
site for bug reports and enhancement requests.
