Justin, seeing your work for bug 135581, I'm wondering what you think about the
example in attachment 192838:
* if page 2 text box is anchored to character by hand, it jumps to _end_ of
page 1.
* if the document is saved as DOCX and reloaded, the page 2 text box is also
anchored to character, but jumps to the _top_ of page 1 instead.
Is there any potential improvements for this particular case, to minimise
object movement in either case?
