Description:
If a chapter in master document navigator gets moved down and up repeatedly it
may cause all changed document parts to disapper in the document window. It
turned out they were one page down, like there was a page break in the
documents, except there wasn't.

Steps to Reproduce:
1.create a master document with 2 subdocuments, containins 2 second level
headers, and a TOC in master doc.
2.move down 1st part, then move it up
3.there's a page break after toc

Actual Results:
Randomly a page break appears. Update All fixes it.

Expected Results:
Moving down and up would result the same view.
