Steps to Reproduce:
1. Open xlsx file in Microsoft Excel can see Column header
https://www.cleanenergyregulator.gov.au/DocumentAssets/Documents/Postcode%20data%20for%20small-scale%20installations%20-%20all%20data.xlsx
2. Open xlsx file in LibreOffice Column header became wavy lines ~~~ not
readable
