1. I opened Thunderbird > Settings > General > System Integration > Check Now
and ticket the Email checkbox to make Thunderbird the default email client.
2. create a new document and select file - send - email document

For me this still opens Mail app, which differs from reported behavior, but is
even more unexpected. Setting to new.

Testing on macOS 13.6.4, Mail 16.0 (3731.700.6.1.1), Thunderbird 115.8.0
