The key point is that LO is publicly advertising globally it works as expected:

Further, if one goes to the bottom of the page under "Related Topics" entitled

With this noted, regardless of how one feels this isn't a bug, the LibreOffice
project is actively advertising globally it works as one would naturally expect
given LO public docs and what everyone knows about how regular expressions
work.
