As implemented [1] at 24.8 for bug 124098 the expert configuration
"RecalcOptimalRowHeightMode" stanza takes a value of "0", "1", or "2"
Default value is "0" and row height of table cells in calc sheets are
recalculated on document load (ODF and OOXML [2]). Value "1" by-passes
recalculation of row height. Value "2" prompts for user input in a pop-up
dialog.
Not available to set in the UI, and setting in expert configuration persists
until reset, or to default with clear of user profile.
