What do you mean by that? Lots of applications support the 'zero' feature,
among others Xe- and LuaTeX and Harfbuzz. I suppose, that ICU supports it too
(it’s usually implemented as simple substitution, so nothing special to do
there for the engine), LibO is only lacking an interface to activate it.
