cells with hyperlinks lack the bottom border and have grey background

Current behavior:
cells with hyperlinks lack the bottom border and have grey background
Expected behavior:
cells with hyperlinks should have a transparent background and should have a
bottom border (see C14 - but all should have a bottom border like C16)
