The idea is for users to check validity of their keys and then set a trustlevel matching that. GPG Services, the gnupg tool integrating into macOS Services menu does not require the confirmation and allows to encrypt to any valid (but not necessarily trusted) public key. Command line gpg does ask the user how to proceed when the key is untrusted. I am fine either way for LO, leaning towards allowing encryption without a warning.
