--- Comment #2 from Stephan Bergmann <[email protected]> ---
At the moment, the alternative MAR-based update functionality (see "In
experimental mode, made the MAR-based automatic update available..." at
<https://wiki.documentfoundation.org/ReleaseNotes/24.2#Core_/_General>) is
installed unconditionally on Windows, regardless of whether on the MSI-based
installation wizzard's "Custom Setup" page "Optional Components - Online
Update" (which controls LO's traditional, "notification-based" update
mechanism) is en- or disabled. And installation of the LibreOfficeMaintenance
service is an integral part of installing LO's MAR-based update functionality,
so it effectively gets always installed currently.

A feature request would be to cover the MAR-based update functionality by that
installation wizzard's "Custom Setup" page's "Optional Components - Online
Update" setting. (So that all of that MAR-based update functionality,
including the LibreOfficeMaintenance service, would only be installed if that
setting is enabled.) => Accepting this issue with an accordingly updated
title.
