Description:
In Writer, 'Tools'.'Language'.'For Selection' shows English(UK) checked.
'Tools'.'Language'.'For Paragraph' shows English(UK) unchecked, and trying to
check it merely closes the menu.  'For All Text' is the same as 'For
Paragraph'.  

Selecting 'Tools'.'Spelling' shows Text language as "[None]", with the only
other option in the drop down menu being "English(USA)".  Spellchecking doesn't
work.  

NB 'Tools'.'Options'.'Languages and Locales'.'General' shows 'User Interface',
'Locale setting' and 'Default Languages for Documents'.'Western' are all
"English (UK)" or "Default-English(UK)"

I have noticed this problem only since upgrading to Neon 6.0 and Libreoffice
24.2 from 7.6(?).  The problem remains if I restart in Safe Mode.
