Description:
When there is a image with caption, with anchor set to "Paragraph", "Align
bottom to anchor" makes object go over footnotes.

Steps to Reproduce:
1. Open a new .odt in Writer
2. Add some text and a footnote
3. Add an image with a caption.
4. Set the object anchor to Paragraph
5. Click "Align bottom to anchor", so that the image goes to the bottom of the
page.

Actual Results:
The object goes over the footnotes.

Expected Results:
The object shall align above the footnotes.
