I can reproduce by following these steps:
1. Open attachment 193238
2. Click on first image
3. Scroll to start seeing some of the top of the second image
4. Click second image
Result: viewport jumps to have the top of the image at the top of the viewport.
It does not happen if step 2 is skipped (i.e. if the cursor is in a paragraph
on the page)
The same happens with e.g. shapes.
I believe this is the exact same issue as bug 49259. Difference is that in that
report, the use case of the right click in used to demonstrate how problematic
the jump is.
