And when you open an XLS, it saves to XLS (only having 64K rows and 256 columns). This is expected. And to avoid the problems, by default, LibreOffice shows a warning when saving to external formats (including CSV), telling about possible formatting / data loss. Users can choose to check "don't show again" in the warning, but that means, that they know what they are doing.
