Description:
The options to change the contrast/brightness/transparency and/or image filters
are deactivated if an inserted image is selected and the ribbon/tabbed user
interface is used. This does not occur with the traditional user interface.

Steps to Reproduce:
1.Launch Libreoffice Draw
2. Ensure Ribbon view is activated
3. Drag and drop an image (any image will work)
4. Open the properties panel. The controllers in the "image subsection" are
deactivated.
5. In the menu, format/image/color is deactivated as well. 

If steps 1 to 5 are repeated with the traditional user interface (toolbar +
menubar), the controls are active as expected.

Actual Results:
Grayed out image controllers, Cannot edit image transparency and/or contrast
