(Sorry for double comment, using Bugzilla for the first time :) ) I have found an interesting case regarding this issue depending on when external monitor is plugged in. When the monitor is plugged in while session is already running, LO will scale normally on the primary monitor and be zoomed in on the external display. Now when the session is started with external monitor plugged in already, LO will scale normally on the external monitor and be zoomed out on primary display.
