There is no issue. Simply toggle the legacy main menu enabled, 1st button on
the Tabbed UI's bar, and select Vertical Ruler from the View -> Rulers sub
menu.

Several of the MUFFIN Notebook Bar modes simply suppress the main menu, but as
noted there are some UNO controls that are not available as button actions on
the GTK Glade based assemblages. Or where NB designer decided buttons are not
enabled shown by default, but can be 'Customized' to show.

In this case the NB Tabbed UI does not provide a customization to checkbox
enable the Vertical Ruler (.uno:VRuler), or enable it by default. Its action is
available from the main menu View -> Rulers, but an UNO button toggle action
might be helpful as a customize checkbox for the NB Tabbed/Tabbed Compact UI.

By default enabled would spoil packing of the current View button grouping, so
don't see it as necessary.
