Description:
Inserting a watermark to a word document also adds a blank header, which shifts
all the text in the body of the document down by one line.
Steps to Reproduce:
1. Make a word document and fill the page, so that it goes over onto page 2
2. Add a watermark. View the document - a new blank header is added, and all
the text in the body of the document is shifted down by one space.
3. Note that when the header is deleted, the watermark is also deleted.
Actual Results:

Expected Results:
I would not expect a new black header to be made when a watermark is added.
I would expect the text to stay in the same position and not be moved down by
one space.

Additional Info:
I have attached a two-page ODT filled in with newlines. I have put numbers at
the beginning of key lines to mark the position of the lines.
I have also attached the above file after inserting a watermark. A new blank
header is present, and all of the lines in the body of the document are moved
down by one space.
