"Restart numbering at this paragraph" is related to line numbering in page margin (controlled by Tools > Line Numbering). It has nothing to do with list numbering. The problem is the purpose is not emphasised enough. That said, a setting in paragraph style to force reset list numbering would be a good addition. My template(s) contain(s) different paragraph styles for first, running and last items. The main objective is to increase space above for first and space below for last item. It would be nice to also reset numbering in paragraph style for first item.
