I believe the format getting copied across is the result of the various patches for bug 159483. I expect most users to want to have formatting carried over by default, and you always have the Unformatted Text option if you do not want that. This would be consistent with e.g. Writer, and also with copying HTML tables into Calc. It improves interoperability between office suites.
