Thank you for the report.
I believe the format getting copied across is the result of the various patches
for bug 159483.
I expect most users to want to have formatting carried over by default, and you
always have the Unformatted Text option if you do not want that.
This would be consistent with e.g. Writer, and also with copying HTML tables
into Calc. It improves interoperability between office suites.

However, regarding the formula copying issue:
The blog post clarifies that the feature is only available with Chrome and
Safari, but not Firefox.
However I tested both Firefox and Chromium, and can't copy a formula from Calc
to Google Sheets in:
- 7.6.7.2
- 24.2.3.2
- recent daily build:

@Miklos, am I missing something?
@DJH, are you sure you were able to copy formulas from Calc to Google Sheets
previously?
