LibreOffice, as configured by default, has support for RTL/CTL and CJK
scripts/languages - disabled. This may make sense for users who only interact
in LTR ("Western") languages, but does really not make sense for many -
probably most - people around the world, who either themselves write, or at
least read, text in RTL/CTL or CJK languages (e.g. most Africans and Asians, as
well as Muslims and Jews elsewhere).

For these users, LibreOffice is crippled by default. It is only if they enable
full support for their languages/scripts of interest that they can properly use
it.

This is of course possible, but it's problematic that new users have to go to
this effort before they can properly use LO. Moreover, new users may fail to
realize that they need to do this, or fail to realize how to do it.

So, let us help them with a heuristic during the installation, which enables
RTL-CTL or CJK, based on indicators such the locale, the time-zone,
geo-location, other installed software, fonts installed etc. (not necessarily
all of them) - or at worst, an explicit choice during. installation
