I reproduce this in a recent daily build:

Version: 24.8.0.0.alpha1+ (X86_64) / LibreOffice Community
Build ID: b860aea9d6f8ac46f6d2575ead25337495ec9a88
CPU threads: 8; OS: Linux 6.5; UI render: default; VCL: gtk3
Locale: en-AU (en_AU.UTF-8); UI: en-US
Calc: CL threaded

Also in libreoffice-4.4.0.3, but not in libreoffice-4.3.0.4 -> regression.

Bibisected with linux-43max repo to first bad build
[6c9f891c30f7d4c59e35b1c34eec3ee7268353f2] which points to:

fix picture jumping to incorrect X position after dragging

Observations:
- Saving as ODT does not help.
- Anchoring to paragraph does not help.
- Dropping the image over the left-hand-side image does move it somewhat to the
left.
- Moving the left-hand-side image ("Picture 3") away from the left margin
resolves the issue: the anchor of the problematic image ("Picture 1") is shown
on the left margin while dragging.

Reviewing the other reports bibisected to the same commit, I see it as the same
issue as bug 139232: pushed to the right margin when another image is to its
left.
