Since I don't use quickstart as a general rule, I am not completely sure about
this but I believe that, under such condition, there should be an expected
background process.

1. When the quickstart setting is ON, just rebooting shows background processes
in Windows' Task Manager.

2. In TM, add/show the column for "Command line" (in Spanish: "Linea de
comandos"). With quickstart enabled, the command line would include
"--quickstart" (among other possible command line parameters).

3. Launching LO Start Center (first time after reboot) moves the soffice.bin
process from background to active. The process for soffice.exe remains in the
background.

4. Closing Start Center would revert the situation; both processes are now
listed within the background group.

5. Launching and closing LO again should not generate additional background
processes; there are always the same two.

With quickstart set to OFF, there should be no background processes after
closing LO.

Please review whether this is really the expected behavior when quickstart is
set to ON, also with older versions.
