I see the same on macOS, and on Linux:

But also in LO 7.0.0.3 and in OOo 3.3, so I don't see the regression Jim see.

It has to do with the "Repeat header" setting, which is set to repeat one
single row, but you'll see that it actually consists of two rows in page 20,
with some cells merged.
If repeat heading is set to 2 rows, the overlap is gone.
That was also mentioned in bug 158347.
