Well, if you have a look at the Styles.xml inside your document. As you can
see, no alignment (centering, as you can see in your LibreOffice 3.6.4 pdf
export) or bolding is applied.

This is definately the style style that is applied to your first sentence
("header" (not the style, but the header of you document :-) ):

So, looks to me a wrong rendering in LibreOffice 3.6.4. I don't have a version
of LibreOffice, but doing a bibisect shows me that 3.5.0 renders the document
also as it is rendered now with 4.0.3 and 3.6.6.

@Bug reporter: I recommend you to upgrade to 4.0.X which you can download here:
http://www.libreoffice.org/download or if you have a Linux Distro (Ubuntu,
Mint, ...) that can handle PPA you can use this one:
https://launchpad.net/~libreoffice/+archive/libreoffice-4-0
