FWIW:

* In newer versions of LO Calc, there is a setting to hint about the presence
of hidden Rows or hidden Columns; menu View > Hidden Row/Column Indicator.

* There have always been several display layouts. Some of them can be combined,
and others are alternatives (i.e. either use one or the other, cannot be
combined). Some examples:

** Data > Group and Outline

** View > Freeze Rows/Columns
** View > Split Window

** Open the same spreadsheet in more than one window

These are just examples. There are other ways to display a worksheet in
different layouts (e.g. pivot tables…).

Regarding this request tdf#90998, IMHO using Split Window should provide enough
flexibility in 4 panes. It can also be used with 2 panes instead of 4, whether
horizontal or vertical.
