Sometimes, in a page with high comment density to length of the text, and with
multiline comments - some of the comments are such that their scrollbars don't
reach all the way down. i.e. when I drag the scrollbar all the way down, I only
get to the next-to-last line.
I'm having a little difficulty creating a reproducer with arbitrary text, will
try to do so later.
