Indeed the problem went away when I adjust the dpi to 96. I'm using on a Mate desktop on linux. When I reset the dpi back to its higher value the problem reappeared. Running your script from above fixes the file so it opens ok with either dpi. I see this problem in LO 24.2.3 and LO 7.6.4 It seems like LO should write the PPI into the image at the time the image is cropped the way this script does?
