HC is note for HighContrast. On Microsoft Windows builds XP -> Win10 they are
system settings labeled as "High contrast". They control the foreground and
background colors applications and the desktop present to the user. Web
browsers also respond to them in some fashion. 

Which at Windows 11 Microsoft changed labelling to be more correct "Contrast
themes" and redesigned the HC themes with new color sets and names.
