This is not a bug. By default, HTML documents are opened in a special module
called Writer/Web; it is designed to handle Web documents, and is naturally
limited in its output formats.

But you may explicitly open an HTML in the normal Writer module, using 'HTML
Document (Writer)' import filter - you may choose it in the File Open dialog.
Then it will be possible to save in any file format available for Writer.
