I could only understand this, because I'm Russian, and I can read your
untranslated text below. Please don't imagine that your native language idioms
are OK in an international Bugzilla. Please write in a neutral, technically
clear language, without any funny-looking phrases like that.

The whitespace that you refer to is kept because it is *margin* (i.e., what
your translation likes to name "field" in all your comments). To repeat what
was already mentioned both here and in the bug 33304: in Writer, the margins
are *designed* to *not* contain any content. So ass you defined, that there
must be a 2-cm space at the top, which must not contain any content (which is
called margin), thus the program obeys your decision; and when you add a
header, it puts it below that 2-cm no-content space.
