Steps to Reproduce:
1.Navigate to user settings page.
2.Click on "Upload Profile Picture" button.
3.Select a valid image file and click "Upload".

Actual Results:
After selecting the image file and clicking "Upload", the page refreshes but
the profile picture remains unchanged. No error message is displayed.
Expected Results:
The selected profile picture should be uploaded and displayed on the user
settings page.
Reproducible: Always
User Profile Reset: Yes
