For some users, having the movement of "ants" helps differentiate the copied area from other "static" non-solid styles of lines. For other users, the animation can be an unnecessary distraction – I am talking about really bothering user's ability to concentrate, not just some minor issue. Both cases could be meaningful for each group of users, while the other possible OS animations might be set to either ON or OFF according to other needs (e.g. hardware resources).
